Many cases the victim who on 30 days social pass didn't report the case to police. This is one of the suay case.

You're right and certainly true. However, not everyone can hit that figure in pvt sector.

But in civil service though pay not that high, it's still substantial and advancement is more consistent and achievable for more ppl especially those on graduate schemes.
