So I went to a friend who practices law in China and a CP regular to read this notice and he said it's good news.
In a sense, it gives an "out" for SN, KTV and Footie to re-open soon.
Essentially there is a 3 month crackdown on yellow activities - so all Saunas, KTVs and Footies which are already registered as businesses need to undergo checks, mandatory "re-education" etc.
Basically if you go to a KTV room, there will be signs telling you that here there is no "yellow" etc etc.
After they are certified to have passed the checks, they can re-open.
If they re-open without the certification they will be raided.
If a outsider reports them, within an hour there will be a raid. (I guess this is as a result of the 6 hour span of time between a report by a CCTV reporter and a raid)
So he estimates that KTV and footie will open soon (Apparently Mayflower mummy is now saying that they will re-open 24th).
Sauna will definitely be impacted, and I don't know what they can or cannot do.
At the end of the day yellow activities are such a big economic stimulus to China without harming many people - and what needs to happen is undertable regulation. Perhaps this is just a way for the new bosses to teach the KTV, Sauna and Footie whom they should now pay the upstream revenue too.
