typhoon season is at its peak around sep as other bros mentioned, and the months preceding and following that would be rainy as well. however it's not like "twister" , don't expect houses to go flying around the street - just incessant rain which can be annoying or develop into a hindrance depending on where you stay (highland vs lowland).

though with the weather getting more screwed up in recent years, please do not curse me if this year we are hit by a yolanda like typhoon in metro manila!

in any case, the more it pours , the more crowded it gets in mongering spots as people have nowhere else to go! lol ...

oh one thing to note, when it is raining cats and dogs, the chances of getting a taxi diminishes rather quickly. you can't call a cab either, so just have to fight for it or steal a cab by going upstream from your competition or .. rent a car? since as part of an ASEAN treaty, the driving licenses from member countries are recognized in each other's country.
