I been there walking from Robinsons to Rivera mansion ... one time a teenager just blocked me and said give me money... my body guard girl was distracted and solution ... walk back the mall
second time walking from l a cafe got nearly cleaned up by two kids and when i was tempted to push them aside I noticed an example of Manila's finest, observing but not bothering to chase the kids away ... and brushed past the kids .. I am sure if i pushed the kids aside the cop would have grabbed and charged me for child assault .. as many foreigners have found out, and paid upwards of 10,000 ....
now I stick to Makati, and if I feel like going la cafe, taxi in and out ... same for the rare occasions I stay in Rivera...taxi at 100 peso is safety than walking in many place in Manila, unless you have a local to fend off those 'welcome to Philippines' tourist promoters
btw also don't stop for strangers claiming to have met you in Singapore or claiming to be your hotel security ... or those saying they know you here or there .. all are scammers ..
