Fixed IP addresses cost extra. 95% of users here use dynamic IP addresses which are rotated from one subscriber to the next.
Try rebooting your modem and you'll see a different IP address after the reboot.
An IP address alone means nothing. It's like the number of a public telephone (if there are such things nowadays). Unless you know who made the call, you're none the wiser.
