Your language ability makes no difference, may well be deaf-mute, just negotiate by typing in the number on the phone if needed. Yes, as long as you stay within the boundaries. Actually, I'd say it's far safer than the awfully run down and dirty looks would suggest. People running the show would not like much if customers got randomly robbed or hurt... but if you get too drunk and disruptive, and don't leave when asked, they might knock you around a bit (seen this happen).
