Some parts of Indonesia like in Java or Sumatra whereby most of the Indonesian Chinese are unable to converse in mandarin are due to the fact that Chinese language are not allowed to be learnt in school, until recently few years ago.
However majority of the chinese in riau islands especially the 4Bs like batam, bintan, balai, batu can understand and speak fluent mandarin. The reason is because these places are close to spore and are able to receive spore channel 8. The effect of TV broadcast is very powerful. By watching mandarin TV program, they will gradually pick up the language unknowingly.
Just to share a tip : If a person wish to learn a language, by just looking at the language book translation is not effective. The person may forget after some time if the words that he learned was not put into practice.
However if the person frequently watch a TV/video program of the new language, he/she will be able to learn and absorb the new language faster because not only he/she sees the subtitles, hear the pronounciation of the speaker and he/she also watch the drama in action. His sense of sight and hearing are used concurrently.
Therefore if you want to learn bahasa, the best way is to watch Indonesian drama series or sinetron spoken in bahasa with subtitles, which there are plenty in the youtube.
Besides, once you master the basics, try to start speaking with your cewek, supir, okt, vendors, strangers, etc so that exchange conversation can help you to remember the language easier. Do not be afraid that you may speak wrongly. Because success always start with failure...
