There has been some changes to the procedures for travelling with minors under 13 yrs not your own children. Due to SGP signing the UN HTA not so long ago...... if you are traveling with a minor who is not your own child.... you need to fill in an application form with both parents approval and have it endorsed by the embassy of the country where the child resides.
However, most border immigration officers "close" one eye to this requirement but if need be.... they can make life difficult for you if they decide to go by the book as now they have the law to back them up.
