You can download the offline language package for most languages on Google Translate, incl. Bahasa Indonesia, English, and I think Chinese. It's a big file, so you might download it when you are under wifi even in Singapore if you are on a tight data budget.
It's very useful. You can translate also when you are offline. It's less accurate than the online translator, but it might be your choice also when you have a wifi available: when the network is very slow, translations can make you wait too much. Then, disconnect and use the offline package: immediate.
