Bintan is definitely as expensive as Singapore.Replying the below, I am looking at you in person standing in a Bintan resort (northern part of Bintan island), trying to reach Batam.
Hmm...you have a very interesting question which I looked up a bit. Just wish to clarify, you wish to travel from Bintan to Batam via a Taxi all in one way?
Here's what I found out, the Batam to Bintan ferry goes from Telaga Punggur Sea Port of Batam Island, to Tanjung Uban of Bintan Island.
Batam to Bintan Ferry Schedule
- Tanjung Uban to Batam: 8.00am
- Batam to Tanjung Uban: 10.00am
- Tanjung Uban to Batam: 1.00pm
- Batam to Tanjung Uban: 4.00pm

Ticket prices are as follows (these prices are for one way, return is twice the below prices):
- Motorbike: Rp24,000
- Car: Rp173,500
- Truck: Rp272,500
- Adults: Rp14,500
- Children: Rp11,500
So for a car with 2 adults one way is Rp202,500, two way is Rp405,000
(173500 + 14500 x 2 adults = 202500 rupiah)
My guess is, if you wish to get a taxi to go from Bintan to reach Batam directly,the cost of transportation will definitely be way more than 405k rupiah...hehehe...
How the ferry gonna look like,hehehe...

If your plan wasn't to carry the whole taxi vehicle (+ driver) with you from Bintan island to Batam island,then you can also take a speed boat from Tanjung Uban to Batam's Telaga Punggur sea port at around 30k to 40k rupiah. Should takes around 15mins or so.
Below a map as a guide to travel from Bintan Resort area where you stand ,to Tanjung Uban (a port,not at Lobam ferry terminal) and also to Tanjong Pinang (another port) for your reference.
...and then the below map of Batam via Bintan Resort area.
I am still looking for a more direct route, hopefully can use Bandar Bentan Telani ferry terminal (which is nearer to Bintan Resort) to reach Batam so there is no need to travel all the way to Tanjung Uban sea port or Tajong Pinang. Both sea ports seems to be quite a distance away from the Resort area.

This one below is from Trip advisor,i will just use the below as guideline to measure price over their travelling distances. Go around bargaining for about half the below should be good enough.
Another way, check the resort you are staying in if they have any shuttle services,hehehe...usually its free (and usually they have).
