For ROM, you can invite any frds, relatives or family members to be your witnesses as long they are above 21 years of age, SPR or Singapore Citizens.
Both of you are only entitled the
Non-Citizen Spouse Scheme (NCS) Just make sure that your spouse has at least holding a social visit pass of at least 3 months and you are at least 35 years old, or You must be at least 21 if your spouse is holding a social visit pass of at least 6 months.

If you do not have a local residential address to fill in the application form, chances are they won't be granting her the LTSVP since this pass is for her to stay long term in singapore, and not in malaysia. Hope this helps.
