I havent got charged by both the immigration custom on the 2 side of both countries before,so i cant really tell you. Both countries officers (Singapore and Indo Batam) react as per normal when i get through their luggage scanning stations. But the items definitely need to go thru their scanning machines.

Back then,my friend was helping me to carry one 22 inch computer LCD and i was carrying 2 pieces of 19 inch computer LCDs,all packed in Giant store big-sized plastic bag,hehehe...
Those LCDs were computer LCDs,not LCD TVs. And they were old ones.

Like i say earlier,i would suggest you to buy in Batam since price-wise is quite close with Singapore (if not, sometime even cheaper). When i 1st started going Batam,i know one thing which i am very sure about. Electronic items arent as expensive in Batam compared to Singapore. Verified by an old friend who used to work in some Mega departmental store as manager in Singapore for almost 20 years (if not more).
One more thing,have you thought about your LCD TV warranty? And about after those warranty expires? (where you need to repair)
Note : Some LCD TV carries on-site warranty (meaning they go your house to repair). Please dont tell me if your LCD TV broke down,you want to hand carry your LCD TV back to Singapore to repair and run the risk of being tax from Singapore side?
On top of that,i look a bit deeper on your query which i didnt notice when i 1st brought my LCDs into Batam...i think i might be more worry about the Singapore immigration custom instead. Below photo were taken from Singapore Cruise Center :
So, i suppose a lot of cases were "by right" cannot do,but "by left" if they choose not to give you trouble,it can always be done. (the law says that) I have seen many people carrying items bigger than those "stated size and weight" over to batam. Also seen people carrying FEW big unboxed LCD TVs (33inch) over too,i dont think they were being taxed tho.
So i think no one can really give you a 100% definite answer BUT i believe, 90% chance you will have no problem carrying a 32/33 inch LCD TV over to Batam. You still carry the other 10% risk factor of unforeseen circumstances. I think the whole trick is to unbox the items. Meaning,dont let it look like brand new to avoid getting taxed. If any officer/s ask you anything,just tell them its a gift for a friend living in Batam,or you can say like i have told them before...its for donation/charity.
