Take note that the money changer info does not apply for Chinese New Year. During CNY eve and its 1st few days, some money changers in Singapore (arcade) give better rate and Batam ferry terminal's money changer has the tendency to offer better value than those downtown individual shops.

Simple reason,most downtown money changer were closed (7.5 out of 10) on the few days. Only a very minimum of them were opened,so those who opened for business on that few days tends to jack up their exchange rate price. And from one money changer to another,its a few mins walk away,compare to less than a min during other non-CNY days. Ferry terminal's money changer however has many money changer than opens for business during CNY 1st 2 to 3 days.

Lastly, most money changers in Batam were owned by Chinese.
