If he is not responsible for his actions, i think it is okay to one-time notify his parents that his son go visit prostitute and never pay for it. Can also attached the whatapps conversation as evidence. I believe his dad will teach him to be a responsible person to account for his deeds. We are not even causing harassment. It is just a simple notification/emailing to his dad right?

You dad's office location is also written there !!! If you no money, tell your dad honestly what you did and he will pay it for you. Sooner or later, he will be informed one lah... Be smart.
