ICA look at almost everything when wife hv no education...recently too many foreigner wife divorce or ran away whereby after getting PR or even before getting...hubby try to cancel LTVP or PR with ICA...so ICA is monitoring if proper nucleus family can last long...

Personal experience for ltvp and pr
1) before marriage go apply pre approval of ltvp. Ica will let you know what your prospective wife can get. Furthermore if approved, is good for one year while u consider whether to go ahead to marry. Once rom with this approval is faster process time. Can get your ltvp in 1-2 months
2) pr is subjective on period like what h88 mentioned 2yrs is around there; baby is a plus but may not be necessary. Have seen vb no baby got pr. What Ica will also look at is the job position education income iras and cpf of the sponsor. Also seen vb younger than husband 20yrs pr not approved. So really dependent on the status of the sponsor and spouse.
Case to note also flying frequently back to home country while applying for pr is a big minus for Ica. Reason is that why they will give pr to someone who dun stay in Singapore. Just for considerations. May not be 100% true.
Agreed with h88 no point for pr application if even ltvp cannot approve. Go find out why ltvp not approve more important first.
Most key make sure ur documents are all properly translated and especially birth certificate highest education and passport tally.
