Actually it involved both MFA and MHA.
MFA - when i need to declare i am single and not married, I need to go to MFA to get endorsed before going to china embassy to endorse as well
MHA - when my MP wrote a letter to someone in MHA (which I think ICA actually report to them) for appeal and subsequently without much hassle, my wife got her permit.
