There are uneducated passengers who never take plane b4 or whatever reasons. Staffs manning the counter are paid to do their job n not chatting or surfing on their smartphones. No excuse.
It was kind for the boss of the airport just to fine the staffs and lucky no big harm done to the flight. If the plane crashes thru the city, all hell breaks loose.
Prevention, waste a bit more time to be safe is a better option.
