I fully empathize with your frd's case. Why you can't is because the wife is entirely sponsored and supported by the local husband in ICA's perview. Since he's unable to support himself, he will not be able to support his immediate family members. ICA view in this way. Even if you willing to pay the security deposit on his behalf, It's only momentarily.
