Girls: Balai cheaper for same age group
Ferry: Batam cheaper (as cheap as $30 can get from Qoo10)
Others (like food and drink): I would say comparable. But, other than ktv and massage (and pool hall if you're a player), Balai no other entertainment.
Driver: Balai cheaper cos they charge by per head, instead of per day as in Batam. But, that also mean that sometimes you will be sharing car with other customer.
