Lot of servicemen, especially those who served in theater and have disability, get around 3,000 USD as pension with benefits. 1000 $ is nothing. I know a couple near me, both past 70s, on their third wife- both said the first two took all their money and everything. And since kids are grown up, no more maintenance. So 3,000 USD ? goes a long way in PH. And one guy was a CEO of a defense contractor, before retiring and then losing almost all his money in his divorce. Now has a 28 year old nurse girl, and two of her kids under his name, and she's all lovey dovey, doing navel tequila shots and all. He's nearing 80, what else can one want at that age ?
Bought her a SUV, under US Federal navy some credit scheme.

But they found money to put up a huge 4 storey guest house, built in 6 months, for DPWH staff, at Natubleng. And they are breaking up other sections of the roads to rebuild.
More money in rebuilding- than fixing ? very few of DPWH staff and contractors are poor -
