Well Balai isnt such a bad place to go alone. I remembered i used to go on my own too every weekend when i had my cewek there about 4 years back. Its only the 1.5-2 hours ferry trip thats the hard thing to put up with imo.
Of course having a regular taxi to pick u at the perlabuhan will make things easier and the touts wont hassle u s much
