Just follow the requirements of the ferry companies as listed in their websites.
When i went earlier, ART was required, now no need for ART or PCR for Singaporeans travelling to Batam. You need a copy of the full vaccination certificates (2 basics + booster, understand softcopy also acceptable now), travel insurance of 20k$ for Covid19 and the completed sheet of details (name, address and vaccination details) given inside the ferry itself.
At Harbour Bay, where I landed, they have about 5 desks where these documents were checked before being attended by the immigration officers. Pretty fast and easy, not much of a problem for travellers.
