No need to ban just put on a watchlist or extend the moderation period, this way those that are clones get weeded out and those genuine users will remain, else forum just becomes an entire place where people asking and answering their questions like below, sooner or later genuine posters start logging out
You can see the clone forgot to logout of his main account and ask and answer his own question
