This is the wisest advice yet 
The short answer is yes it is an "unofficial" channel (aka bribery) & one of the custom guy actually go around soliciting such "express fees" especially when he sees a big group of men whom are complaining loudly about the long queues & are "desperate" to clear the queues
So pls try not to encourage them if you can as the more people patronise them the greedier they will get in future
