Condom or not is always at the discretion of the girl in Kapoo joints. Some management may entertain your complaint but it is NEVER a good idea to ask the boss to come to the room and demand the girl to take off the condom and blow you. I have been to joints where I only pay for body2body which include handjob not blowjob but the girls still blow me without condom because it is hard to finish me off with hand.
