If the police do not investigate and press charges, you will have to go the civil route.
But if she does not have money to return, then the money and energy you spent on it will be in vain, in a way speaking.

Don't know how much is involved, but you can check Small Claims Tribunal upper limit and see if it is within that scope, cheaper to go, much less hassle.

Just remember 1 thing, in civil matters, courts always give a huge effort to settle/negotiate.
It is after the settlement/negotiation that the real hassle comes if agreement not honoured.
She borrowed from me with promises of returns with interest. Then she took my monies and gamble away. This is IO told me. I got every evidence with my lawyer already. Police case closed my case due to It's a personal loan. So i can take up private lawyer to sue her. 43k in total. Now 39k plus... SCT is below 30k.
