Almost all provinces and small villages in Vietnam has a Western union agent. Western union may charge higher fees but it delivers fast and efficient services. I always use Western union to send money to my in-laws as i do not wish to meet them when i go on my frequent vietnam trips.. heheheh) 15 mins and the other money hungry person in Vietnam can receive it easily.
