If you ask your friend to take a look at the entry permit card issued to his wife when she was granted PR, it was stated that her husband is Singaporean. Its approval was based on husband's citizenship. I am quite sure that your friend can cancel her wife's PR without much trouble at ICA as long as a good reason is given to ICA. But this can only be done after your friend file for seperation which will lead to divorce
