Vietnamese usually give $$$ to the doctors(especially surgeons) at public hospitals to jump Q or to ensure the surgeon's hands don't tremble during operation.

Almost all Vietnamese doctors have their own private clinics(these are their cash cow); they donate their salaries at the public hospitals
to charities.
