so long as she is not certified to be proficient in the language then you will need a translator lor...i think in most cases you have to get one la...my wife that time can understand both spoken english and chinese and can read simple english words...even showed them her language cert she got in singapore but apparently not high enough....hahha so bo bian have to spend the money....BRO...some money cannot save one la!!!
