Its not the company ANZ that is important, its the guy changing the money for you that is key.. he probably pocketed the money himself. Anyway if you changed money at the money changing counter in the airport, then you should have noticed that the S$->VND rate is on the board in LED display so you can follow that and not be lead into a double exchange situation.
Becareful as the Tourist and Info counter guys may also motion you to their counter to exchange money and they may even claim their rate is better, so right after taking your S$ and before they give you the VND, they will VAT.. and if you agree to that, now you have just become a bigger carrot.
In Hanoi for first timer.. every other step there is a booby trap awaiting you. So becareful and not be too Singaporean.
