The last time I was there at phu tho stadium was about 2 years back to play street soccer with the locals and some fellow singaporeans. Dont know much about the race track located behind it. Dont know if it is the same one you are mentioning.

Apologise for the mistake, it should be District 10 like what Rapala said and also it might be on district 11, depending on where the entrance of the race track is.
