Actually, stick only to the reputable taxis, and never take those that seems to be parked at popular spots waving at you; e.g., Vincom, Quan An Ngon, Hoan Kiem, etc. Most of those there rig their meters. When in doubt, stick to only Hanoi Taxi and Mailinh Taxi.
