This should be "cannot ROM with a girl anywhere in the world which is recognised by Sin and customary marriage with another one, also anywhere". This is already bigamy and can be jailed and/or fine if found guilty.

As what SingViet said customary marriage first is no problem because you still have not ROM. So not an offence.
