It seems like there's frequent changes in ICA rules. Just a couple of months ago, there's still a section where `next of kin' of Singapore Citizens / PRS can apply for up to 90 days stay, but it seems that its not valid now.

•Visitor (below 21 years old) Whose Parent Is A Singapore Citizen (SC) or Singapore Permanent Resident (SPR)
•Visitor Whose Child (above the age of 21 years old) is a Singapore Citizen (SC) or Singapore Permanent Resident (SPR)
•Visitor Seeking Long Term Stay
