I have spoken to ICA before, I Was told by them to show the immigration officer the ROM registration letter and they will let you in for your ROM.
If got friends coming in, maybe you can prepare a invitation card and attached the ROM letter mentioning your ROM here, and guess they will let them in too.
Prepare more is better than prepare less.
