Have you guys noticed that LE's in the PRC usually just sit back and watch when there is a quarrel/fight brewing and only interfere either there's no danger of them being involved in something physical.

That or else they'll step in only AFTER the combatants have already well and started fighting and already all worn out from all the swinging and punching etc.

And its practically every few days that I see street quarrels and fights happening in CP.

Noticed this behaviour by the LE's a few times....which I guess makes a bit of sense.
