From my years of forays in PH, the women who cater to Foreigners or bars frequented by Foreigners see less than 20 % as around 18 or thereabout ..
Oh wait, in a twist of irony, while the blame game is being played on the foreigner, maybe somebody shot themselves in the foot - that the 80% under 18 are trafficked to cater to the "NATIVES" ?????

It's indeed puzzling.
But I guess that's pinoyland logic.
Face is so important to them that they will not admit to own mistake or slapping themselves in the face.
No surprise that when a foreign national is in trouble with the law for sex trade, it is milked and exaggerated.
On the other hand, when a pinoy does it, the reporting seems to be different.
