I've got a feeling that what is happening in Angeles City could soon spread to Manila i.e. customers getting caught for human trafficking & jailed if they barfined a girl.
This is the reason that most tourists are staying away from bar-fining any girls from Manila clubs. A mama also told me in Firehouse that after they enacted a new law this year, tourists are very scared to bar-fine a girl.
I was told a safer way now for Manila is that you take a girl's number & ask her to visit you in your room, get to know her real name etc and hope your room doesn't get raided by the police. Another way is to avoid calling her to your hotel room and go to some apartment that has relatively lower public exposure.
Time to play very safe in Manila & even rest of the Philippines now.
