Personally I never use my UOB Singapore ATM Card to withdraw in Thailand before but I did use it before at UOB Malaysia ATM (in JB) and still had to pay the service charge for withdrawal.
The only one I know for sure no service charge is CIMB. I used in BKK once and a few times in Malaysia also. No extra charges so far.

Unless they changed something since aug 2013, the 150 baht fee is not incurred. So far the rates have been decent as well, definitely can't beat those superriches.
