me no senior, been in Manila 2twice every year for the past 6 years though,, I can point you in the right direction in what you looking for. Given your hotel budget, IMO I would recommend the Heritage in Pasay City. Reason being:
1) Not far from Airforce1 / Flight168, about 15~20mins taxi ride which you are looking for
2) Stone throw away from EDSA complex, where all the agg bars are. Just brave across the EDSA highway and clubs like Firehose, Cotton Club, Casino etc etc are
3) If you feel like heading to those night clubs especially around Baclaran area... eg. Bini Bini, EA club, Infinity8.. you can take 5min taxi ride from where your hotel is. Be sure to mention that you know the mummy/daddy if not get ready to be chopped carrot. If need reference can pm me or bro yellow5001. I’m sure he will be more than friendly enough to share…. =). I was at EA Club last month where the worst flood hit town… thank god that place operates where most are closely shut!!

Lastly if you lazy enough to even step out of the hotel.. there is always outcall… I do have a few contacts.. drop me a pm if you need… but also these FL changes their mobiles like nobody business.. so not sure if current…
