Or to prevent spread of disease, maybe should make it mandatory for all punters to have a health card certifying that they've passed through STD screening and are clear of STDs. Health card expires every three months (window period for many STDs), so punters have to go check themselves quarterly. This probably is the safest way to greatly reduce the occurrence of STD in geylang.
