From a legal perspective,based on interpretation from the Penal Code,
The polis intention is normally to charge as long proven beyond reasonable doubt the intention to commit ,whereas the AG side is to press charges

Based on 378,intention to take dishonestly is considered theft,moving the slipper in order to take it is committing theft.

If the slipper is not in the possession already in which the owner decides to already dispose of it ,it’s called criminal misappropriation

There’s also the juncture which they may add mischief and fraudulent possession depending on how they go thru the charges

Also depends on what’s your interpretation ?slipper in a public place ?saw an offence committed ?there’s also other sections like 204A,202 or section under 380 etc

Well,sometimes there are also situations where if its by-laws from town councils
that takes precedence.
