Vietnam detains two for anti-state propaganda

Vietnam has detained two men for posting anti-state comments.

Bui Hieu Vo, 55, and Phan Kim Khanh, 24, were detained for investigation of "propaganda against the Socialist Republic of Vietnam", the government said on its Facebook page on Wednesday.

The government said Vo posted "fabricated, distorted and defamed information" against the government and incited the use of petrol bombs and acid to attack leaders of the Communist Party, the state and the police..

Khanh managed two blogs, three Facebook pages and two YouTube channels to post "fabricated and distorted" information against Vietnam, the government statement said.

Vietnam last week also called on all companies doing business in the country to stop advertising on YouTube, Facebook and other social media until they had found a way to halt the publication of "toxic" anti-government information.

The government said both worked with the United States-based Viet Tan, or Vietnam Reform Party, which Hanoi has declared a terrorist group, and that any Vietnamese found to be involved with it would be regarded as co-conspirators and punished.

Fruit processors resort to imports in Vietnam’s ‘coconut kingdom’

Coconut processing companies in the southern province of Ben Tre, known as Vietnam’s ‘coconut kingdom,’ have had to resort to imported products to alleviate short domestic supply.

While the Mekong Delta province used to be home to vast coconut plantations, local farmers are considering switching to other crops as coconut prices have fallen and the fruit’s yield has also become increasingly poor.

Local coconut processors have had to import the fruit in order to have enough raw material for production.

Nguyen Van Bay, one farmer in Chau Thanh District, said he could only harvest 300 coconuts from his one-hectare plantation, compared to approximately 1,000 in previous years. The crop of Huynh Phuc Hau, from nearby Giong Trom District, also saw its yield drop 50 percent from last year.

Besides the poor yield, coconut crops in Ben Tre have also been affected by salinization, resulting in smaller fruits.

Traders have therefore only been prepared to buy the coconuts for VND75,000 (US$3.35) a dozen, compared to the usual market rate of VND85,000 ($3.8).

With coconuts proving to be less lucrative, local farmers are switching into other plants including mango, longan fruit and grapefruit, Tran Anh Tuan, chairman of the Ben Tre Coconut Association, said.

“This is the primary reason behind the raw material shortage for local coconut processing companies,” Tuan said.

“Some businesses have had to source their fruit from other provinces, and even import from other countries.”

Another factor is Chinese traders that bought huge quantities from Ben Tre earlier this year, he added.

Cu Van Thanh, director of Luong Quoi, one of the province’s largest dry coconut processors, said the company needs around 600,000 fruits per day, but domestic supply is currently failing to meet this.

“We have to import to have enough material,” he said.
“Last year we imported as many as 20 containers of dry coconuts from Indonesia.”

Tuan then suggested that fruit processing companies join hands to encourage farmers to stay with coconuts and ensure a stable domestic supply.

“If all farmers turn their back on coconuts, businesses will have to fully import the fruit in order to maintain their production,” he warned.

Vietnam gov’t to stop paying debts of state-owned companies

Vietnam’s government will no longer shoulder the debt burden of state-owned enterprises, Minister of Finance Dinh Tien Dung told lawmakers as the country revises its law on public debts.

The draft amendment of the law was submitted to the Standing Committee of the lawmaking National Assembly on Monday, with the finance minister asserting that the government would stop bailing out state companies who fail to repay their own debts.

Dung said only the government-backed debts, not those borrowed by state companies on their own business, should be treated as ‘public’ debts.’

“If state-run firms fail to repay their debts, we should have them declared bankruptcy,” the finance minister said.

“There is no such thing as state companies’ debts becoming national debts.”
Dung added that his ministry had taken reference from 40 countries, “most of which do not count the debts of state companies as public debts.”


You borrow, you pay

Whether or not the government should lose money from its own coffers on debts accrued by state companies has emerged as a prominent issue at a time when Vietnam’s public debt continues to rise.

The government has also had to bail out many loss-making state-owned enterprises after they were unable to repay huge foreign debts.

“By doing so, the government has turned state companies’ debts into public debts, and to be more exact, is creating national debt,” Dr. Tran Du Lich, a Ho Chi Minh City lawmaker, said.

Lich said that state-run enterprises should be fully responsible for their own debt.
“Even when the state holds a 90 percent stake in a company, the government is not necessarily responsible for its debt,” Lich said.

“A loss-making state company should declare bankruptcy when it needs to.”
Dr. Dinh Tuan Minh, a public financial expert, said the amended law on public debt should stipulate a clear distinction between debts borrowed by state companies on their own, and those backed by the government.

“The government will certainly have to repay debts borrowed under its guarantee,” he said.

“No one but the borrower should repay its debts.”

Speaking at Monday’s meeting, Nguyen Duc Hai, chairman of the National Assembly’s finance and budget committee, agreed that debts borrowed by state companies without a government guarantee should not be considered public debts.

However, Hai expressed his concern that Vietnam may lose its credit ranking and financial credibility in the eyes of global partners if state-run Vietnamese enterprises default on their foreign debts.

“There are cases where the government had no choice but repay the debts of state companies,” he said.

Hai suggested that the government tighten its checks on state companies’ borrowing in order to reduce the risk of those enterprises being unable to clear their debt.
