Hiv via oral sex? In theory possible, in reality it doesn't exist or have the record of being infected through oral sex.
For HIV to transmit, all of this must be checked in oral sex.
1) giver is positive.
2) giver has open wound, with visible blood oozing out.
3) receiver has open wound, with visible blood oozing out.
4) this two open cut wound must come into contact skin to skin vigorously with blood oozing out like waterfall.

That is because HIV is very fragile and destroyed upon contact with air.
In order for the virus to thrive and infect another cell, the transmission must happen without the presence of air(thats why needle sharing and hospital set up are the most common ground). However going by the book, you just need a droplet of blood to get infected. But in reality, there is no known cases of hiv transmission via kissing and oral sex as the probability is next to zero. That's why BJ, painting and kissing considered VERY low risk for hiv infection.

Just a very small amount of blood to the open wounds will do if I’m not wrong.
Drugs abusers will get infected using the same needles, no?

need to put some disclaimer here.
Remember that there are many other STDs out there. doesnt mean almost zero HIV risk then u go all out to wack bj painting kissing without any precaution

Gonorrhoea: Positive, multi-resistant
Syphilis: Positive
Chlamydia: Positive
HSV-2: Positive
Genital warts (HPV): Positive
Molluscum Contagiosum: Positive

HIV is scary, but doesn't mean the others can just ignore. Caps on, don't raw, limit your exposure, chances become exponentially lower.

That's why theoretically it is possible to get infected by a droplet of blood, but in reality there are no known cases of person being infected due to kissing / bbbj for HIV as of now since onset. There are also no known cases of getting infected with HIV due to utensils sharing and etc. Therefore the virus itself is very fragile unlike covid 19 where the virus can stay alive on the surface for up to 72 hours.

HSV-2 is scary because it is very easy to transmit and is uncurable.
